On the one hand, high-end products are still heavily dependent on imports. On the other hand, the demand for bulk primary products has slowed down, resulting in a 16.5% drop in profits from the main business of synthetic resins to 26.62 billion yuan, with a profit margin of only 3.1%.
The proportion of differentiated ethylene products and mid-to-high-end products is relatively low. The supply of downstream high-end products such as high-value-added polyethylene special materials, polyethylene vinyl acetate (EVA), and ethylene-propylene rubber is insufficient, and market development is not paid enough attention to.
The Raw Materials Department of the Ministry of Industry and Information Technology plans to strengthen planning and strategic guidance in 2015, compile the "13th Five-Year Plan" petrochemical industry development plan, optimize the layout of key industries such as ethylene, paraxylene (PX), diphenylmethane diisocyanate (MDI), and guide the orderly and stable development of the modern coal chemical industry. In the chemical industry, we will implement strategies such as the "Belt and Road Initiative", Beijing-Tianjin-Hebei coordinated development, and the Yangtze River Economic Belt to cultivate new competitive advantages and growth points.
At the same time, it will also guide powerful enterprises to go global on a large scale, cultivate overseas bases such as coal chemical industry, improve resource and energy security capabilities, and enhance domestic deep processing capabilities of resources.

Expand the application of water-based coatings, polyvinyl chloride (PVC), polyurethane insulation materials, etc. in green buildings; vigorously develop electronic chemicals; and expand the application of engineering plastics, high-performance fibers and composite materials in high-end equipment.
